Instruction data starts with a one-byte opcode followed by its payload. All integers are little-endian; payload offsets exclude the opcode. Account lists use w for writable and s for signer; unmarked accounts are read-only. Payment amounts use six decimal places, and token rates are atomic payment units per million tokens.
